WAP Application Instructions
The building must have 5 or more dwelling units
The building must have only a centralized heating source as opposed to individual heating units
The building should have received weatherization services since Sep. 30, 1994
At least 50% residents should meet income criteria for the CEO Weatherization Assistance Program (WAP)
The property owner will have to ensure that the rents will not be increased over a specific period of time and the benefits will accrue to thee residents.
In order to apply for CEO Weatherization Assistance Program (WAP,), you will have to contact your local weatherization agency or County Weatherization Division. You can locate an agency office near you by using this map. Click your county to find out more information about your county service office.
You can either complete the application by visiting your county service office, or ask for an application to be mailed. You can fill out the application, and mail it back to the office to apply for WAP benefits.

To be eligible for CEO Weatherization Assistance Program (WAP), households will have to meet the following eligibility criteria for the program.
Applicants must be U.S. citizens or qualified aliens who have obtained relevant legal documents.
Applicants must be residents of state of Colorado. Residents living in their own homes, rental homes, mobile homes, single-family units, as well as multi-family units will be eligible for the program if they meet other requirements.
Those receiving assistance through the following programs will automatically qualify for CEO Weatherization Assistance Program (WAP).
Low Income Energy Assistance Program (LIHEAP)
Temporary Assistance for Needy Families (TANF)
Supplemental Security Income (SSI)
Aid to Needy and Disabled (AND)
Old Age Pension (OAP)
Households meeting the following income eligibility criteria will also qualify to receive CEO Weatherization Assistance Program (WAP) benefits.
Household size Annual gross income
For larger families, add $7,640 for each additional person in the annual gross income limit to find out the income limit.
Eligibility for multi-family Weatherization Program
Multi-family buildings in Colorado can qualify for WAP assistance provided they meet the program requirements.
