WAP Application Instructions


Application forms can be obtained from one of 24 CAAs located across the state of Indiana, a CAA Trustee or sub-contractor, or via mail request. Applications are reviewed by CAA for eligibility. Applicants are notified of the status of their request within 10 business days of receipt of the application. The deadline for crisis or emergency heating aid is May 13. From June 1 to August 31, funds are provided for cooling assistance.


Eligible households may apply for the Indiana Energy Assistance Program by calling or visiting their local Community Action Agency, or CAA. Click on the link to find the agency in your county.

Applications may be sent by mail or brought into the local CAA in person.

It is good to know that it may take days before they are able to contact you back.

A point to note though is that your appeal may not be considered until you have received an appeal decision from the Executive Director of the Community Action Agency, which initially conducted the audit.  





Eligibility Requirements


Income is the number one eligibility factor for the Indiana Energy Assistance Program. In order to be eligible, the combined income for every household member in the home must not exceed 150 percent of the federal poverty level. Households are eligible for assistance if its income is less than or equal to 150% of poverty guidelines as established by the federal Office of Management and Budget. Energy assistance amounts are awarded based on dwelling type, family at-risk status, fuel source, housing status, income status, and poverty level. Households who live in rental units where heat and electricity are included in the rent are not eligible for energy assistance.

Please note that if a household is experiencing a crisis situation and it meets other criteria, they can receive assistance if their energy sources have been disconnected or they are facing the imminent disconnection of electrical or heating services; are low on fuel, or have no heating fuel. CAAs must provide assistance to eligible households within 48 hours from the date of application for assistance; or within 18 hours if the crisis is life-threatening.
