Colorado LIHEAP Application Information

Colorado Low-income Energy Assistance Program (LEAP) is for households with heating costs beyond their budget. Each country provides financial support to such households through federally-funded LEAP program. The program accepts applications from November through April. Households looking to receive benefits will have to first qualify for the program by meeting financial and general guidelines.

Eligible households may also qualify to receive additional financial help through Crisis Intervention Program (CIP). CIP is available throughout the year unlike LEAP and assists households to keep their heating equipment in the best shape. CIP assists households that need assistance with repairs or maintenance to continue running their primary heating system optimally. The program only covers households that have already cleared basic LEAP eligibility.

If you are living in Colorado and receiving certain other benefits, you may automatically qualify for LEAP benefits. These other programs may include TANF, SSI, and SNAP. However, LEAP benefits are not limited only to these households. Households meeting program requirements (including income requirements) will qualify to receive LEAP help whether they are receiving other benefits or not.

If your heating bills are included in your rent, you will have to bring your copy of rental agreement to prove it. You can receive LEAP benefits in Colorado if you meet program requirements even if you pay your utility bills as a part of your rent.

You can easily get an application for Colorado LEAP by calling your local LEAP office. You can also pick up application from your DHS office. Participating utility companies will also provide applications to eligible candidates and help qualify for the program. In order to apply for Colorado LEAP, you have the following options

Apply in person: You can apply for LEAP by visiting your state LEAP office. You can use this link to find your county LEAP office.

Apply through mail/fax: You can apply for Colorado LEAP through mail. You can download application here, under the How To Apply section on the page and mail it to your local LEAP office. If you mail application to state LEAP office, you may have to face delay in approval of benefits so make sure send them to County Office.

You can also get a LEAP package mailed to you. This package will contain all the information about LEAP in addition to LEAP application form. You can call at 1-866-432-8435 to ask for LEAP packet.

Instructions for applying through mail

When you send your LEAP applications through mail/fax, make sure that you are completing it in all respects. Leaving any section of your application blank will mean unnecessary delay in the process. You will also have to attach copies of income stubs and other documents that prove your eligibility for the program.
