Colorado WAP Application Information

The Colorado Energy Office (CEO) Weatherization Program provides weatherization services to eligible households in the state. The program is a result collaboration of Xcel Energy and Energy Outreach Colorado. The U.S Department of Energy (DOE) provides necessary funds for the program.

The CEO Weatherization program provides number of weatherization services such as comprehensive energy audit, attic insulation and crawl space insulation. These services help Coloradoans to save money by reducing consumption of energy for heating and cooling. Additionally, the program offers air leakage reduction, forced air furnace efficiency assessment, high efficiency lighting, as well as appliance safety. All these services are to ensure that they low-income households in Colorado can reduce their energy costs hence helping the state minimize energy consumption.

The CEO Weatherization program will begin by performing energy audit for the qualified households. The audit will help households identify possible measures for energy conservation. The program will prepare a work plan based on findings of energy audit. The work plan may include sealing major air leaks, optimizing water heaters and furnaces, replacing regular appliances with high efficiency appliances, replacing regular lights with compact fluorescent lights, as well as adding insulation where needed. The program will also provide necessary education to eligible households so that they can understand their responsibility towards the environment and reduce their energy costs by using various tips and useful information.

Eligibility Requirements


To be eligible for CEO Weatherization Assistance Program (WAP), households will have to meet the following eligibility criteria for the program.

Citizenship

Applicants must be U.S. citizens or qualified aliens who have obtained relevant legal documents.

Residence

Applicants must be residents of state of Colorado. Residents living in their own homes, rental homes, mobile homes, single-family units, as well as multi-family units will be eligible for the program if they meet other requirements.

Automatic eligibility

Those receiving assistance through the following programs will automatically qualify for CEO Weatherization Assistance Program (WAP).

  • Low Income Energy Assistance Program (LIHEAP)

  • Temporary Assistance for Needy Families (TANF)

  • Supplemental Security Income (SSI)

  • Aid to Needy and Disabled (AND)

  • Old Age Pension (OAP)

Households meeting the following income eligibility criteria will also qualify to receive CEO Weatherization Assistance Program (WAP) benefits.

Eligibility for multi-family Weatherization Program

Multi-family buildings in Colorado can qualify for WAP assistance provided they meet the program requirements.

WAP Application Instructions


  • The building must have 5 or more dwelling units

  • The building must have only a centralized heating source as opposed to individual heating units

  • The building should have received weatherization services since Sep. 30, 1994

  • At least 50% residents should meet income criteria for the CEO Weatherization Assistance Program (WAP)

  • The property owner will have to ensure that the rents will not be increased over a specific period of time and the benefits will accrue to thee residents.
