Missouri LIHEAP Application Information

Missouri Low Income Home Energy Assistance Program (LIHEAP) offers financial to pay energy costs to Missouri residents if they are unable to pay their bills due to low-income of the household. The program offers regular LIHEAP benefits through Energy Assistance (EA) program while emergency grants are provided through Energy Crisis Intervention Program (ECIP).

Energy Assistance (EA) program uses LIHEAP funds to provide financial grants to households with low-income during tough weather. Typically, the aid is provided from October through March. Households failing to afford their utilities can apply any time during these months. The program uses your household size, household income, and fuel type to determine the exact amount of benefits that you may be eligible to receive. Maximum benefit for eligible households for heating bills is $330.

The Energy Crisis Intervention Program (ECIP) extends hand to households in crisis due to shortage of fuel or risk of disconnection. Households already disconnected can also use LIHEAP benefits through ECIP to pay their outstanding bills. Pre-paid electric consumers and households using Cash on Delivery (COD) are also eligible for ECIP if they meet program criteria. Grants through ECIP are available throughout the year.

To qualify for LIHEAP in Missouri, applicants will have to meet income guidelines as well as general program guidelines. Applicants with household income below 135% of Federal Poverty Line (FPL) will qualify income eligibility.

Benefits are paid directly to concerned utility company in case of regular LIHEAP grant. If a household qualifies for ECIP, benefits may be provided to the person responsible for paying bills in the household.

  • Applicant must be a resident of Missouri

  • Applicant must be responsible for paying household utility bills

  • Applicant's household income must be below 135% of Federal Poverty Line

To apply for Missouri LIHEAP, applicants follow any of the two routes.

  • Apply in person: File an application with your local LIHEAP agency. You can find contact details for all contracted agencies here.

  • Apply through mail: You can also apply for LIHEAP in Missouri by downloading an application from this link. After you download the application, fill it in all respects. You will need to attach certain documents with the application before mailing it. You can mail your applications to your local contracted agency. Find mailing address for your nearest agency here.

When sending your application by mail, make sure that you date and sign it. You will need to attach copy of your latest energy bill, income proof, and social security numbers for everyone in the household. If your energy connection has been disconnected, you will have to staple a copy of such notice. Applications are usually accepted after November 1. However, if a person above 60 or with disability lives in your household, you may file for benefits after October 1.
